Giving up on a scenic byway?

So to my understanding, the summary of why we should approve this DelDOT plan with tiny roundabouts for the volume of traffic is that after a tremendous amount of work to create a master plan in 2016, DelDOT failed to implement the plan, and Sussex County and the City of Lewes did not create a moratorium to allow time for the plan to be approved. Now that the elected and highway officials have failed to provide a well-planned byway for the citizens of Lewes, we are supposed to accept the poor design and give up on a scenic Kings Highway?
